Global Water Partnership is implementing the “Continental African Water Investment Programme” Water, Climate, Development, and Gender Investments Programme (AIP-WACDEP-G). The goal of the AIP-WACDEP-G is to ensure that the preparation, development, design, governance, and management of ongoing and new climate-resilient water infrastructure investments, institutions, and job creation interventions strategically advance gender equality. The overall objective is to transform gender inequalities at scale by promoting gender-transformative planning, decision-making, and institutional development for climate-resilient water investments in Africa. The sub-programme is expected to be a ‘game changer’ across the water sector and beyond, addressing gender inequalities across Africa by taking a gender-transformative approach to development at the water and climate interface. Implementation of the AIP WACDEP-G is being piloted in 5 countries and 5 transboundary basins, including the Eastern Africa Region (Uganda and Kagera/Lake Victoria Basin).
The expected outcomes of the Programme are:
- Gender-transformative structures, institutions, policies and/or plans for climate resilient water investments and jobs are put in place and implemented;
- Capabilities and motivation of planners to enable gender-transformative planning and design of climate resilient investments developed;
- Embedded gender inequalities in accessing services, control of resources and/or assets are addressed at the local level; and
- Gender-transformative projects are implemented and inequalities related to climate vulnerability are addressed.
Regarding country context, according to the Gender Analysis report 2021, Uganda has faced diverse and mutually reinforcing issues and influences on the state of gender equality. Uganda has established a largely gender-responsive legal and regulatory framework, but effective implementation is lagging, and important gaps remain. The socio-cultural norms and patriarchal attitudes, beliefs, and practices that exclude women are still deeply entrenched, with unbalanced power relations between men and women continuing to have a negative impact on women’s human capital development, and their ability to contribute equitably to Uganda’s growth and prosperity. These norms constrain women’s socio-economic and political rights and opportunities for accessing ownership and control of productive resources yet they play an important role in water security as well as climate change adaptation and mitigation because of their roles in both sectors.
One of the specific objectives of the WACDEP-G program is to develop a compelling gender-transformative vision for systemic structural and institutional change and to improve understanding and integration of gender equality in the preparation and implementation of climate-resilient water investments at scale through mobilizing political commitment and the establishment of a shared vision for structural change.
It’s against this background that GWP Eastern Africa seeks to hire a consultant to carry out in-depth mapping of existing institutional norms, systemic barriers, practices, and power imbalances in the planning and implementation of climate-resilient water investments in Uganda, identifying flows of information, gaps in policy design, actors and agencies involved in governing access to and control of water-related assets and services, and integrate the findings of the mapping to design target strategies, capacity development plans and policy briefs to address social norms, attitudes, belief systems.
OBJECTIVES OF THE CONSULTANCY:
The objective of the assignment is to map existing institutional norms, systemic barriers, practices, and power imbalances in the planning and implementation of climate-resilient water investments and integrate the findings of the mapping to design target strategies and capacity building plans to address social norms, attitudes, and belief systems.
The specific objectives are:
- To map existing institutional norms, systemic barriers, practices, and power imbalances as well as ongoing interventions and governance processes at national, sub-national, and basin level that can serve as entry points for implementing systemic level reforms in the planning and implementation of climate resilient water investments
- To carry out an in-depth institutional network mapping analysis that identifies flows of information, gaps in policy design, actors and agencies involved in governing access to and control of water-related assets and services.
- Integrate findings of the mapping to design target strategies and regulations to address social norms, attitudes, belief systems.
SCOPE OF THE CONSULTANCY:
The scope of services in this consultancy shall comprise of the following:
1. Map existing institutional norms, systemic barriers, practices, and power imbalances in the planning and implementation of climate-resilient water investment
Under this Task, the consultant is expected to:
- In reference to the Gender Analysis report, identify gaps and root cause of existing institutional norms, systemic barriers, practices, and power imbalances in government institutions (Ministry of Water, Environment, Ministry of Gender, Labour, and Social Development, Ministry of Finance, Planning, and Economic Development and National Planning) that are dealing with the planning and implementation of climate resilient and water investments.
- Examine and analyse the extent to which existing institutional norms, systemic barriers, practices, and power imbalances are acknowledged and being addressed in the planning and implementation of climate resilient water investment projects and programmes in the government institutions mentioned above.
- Develop strategies and capacity building plans based on institutional mapping analysis to address social norms, attitudes, and belief systems using a gender transformative approach.
- Map ongoing interventions and governance processes at national, Kagera/Lake Victoria basin and local level that can serve as entry points for implementing systemic level reforms.
2. Carry out an in-depth institutional network mapping analysis that identifies flows of information, gaps in policy design, actors and agencies involved in governing access to and control of water-related assets and services
Under this Task, the consultant is expected to:
- Map out institutional processes and actors related to governing access to and control of resources and services (access to and control over land resources, water resources, assets, services, and information)
- Map and analyse flow of information about gender, water, and climate resilience internally and externally among the key government institutions mentioned a
- Identify and analyse gaps in information flows, exchange, and policy design with respect to gender, water development, and climate resilience across and within the five key ministries mentioned above.
- Develop strategies and policy briefs for addressing the gaps and needs in information flows, and policy design with respect to water, climate, and gender.
3. Integrate findings of the mapping to design target strategies and regulations to address social norms, attitudes, belief systems.
Under this Task, the consultant is expected to:
- In relation to the findings from scope of work a and b above, develop specific practical strategies to address the social norms, attitudes, and beliefs in the system.
- Develop policy brief for addressing the social norms, attitudes, and beliefs in the system.
EXPECTED DELIVERABLES:
- An inception report highlighting a detailed work plan and timelines, detailed methodology (with tools) to be submitted within 7 days from the commencement of the assignment.
- A draft consolidated report detailing the contents as highlighted in the objectives and scope of work (a, b, and c)
- Final report for items stated in the objectives and scope of work.
SUPERVISION AND COLLABORATION:
The consultant will report to the GWPEA Programme Manager, collaborate with the AIP WACDEP-G Gender Advisor, and have the overall guidance of the GWPEA Regional Coordinator.
Upon receipt of the deliverables and related reports and documents, they will be reviewed and approved by GWP. The period of the review is one week after receipt.
TIME SCHEDULE:
The total duration of the assignment will be undertaken in 40 days during three (3) months – August, September, and October. The consultant will propose the actual days for the assignment.
All the deliverables, including annexes, notes, and reports should be submitted in writing in English.
REQUIRED EXPERIENCE AND QUALIFICATIONS:
The Consultant should fulfill the following requirements:
Education
- The consultant should have a minimum qualification of a master’s degree in development studies, gender studies, social sciences, or related field with a base in water and environment.
Experience
- An understanding of gender inequality and understanding of the institutional and policy environment around water security, climate resilience building, and gender equality in Uganda and in Eastern African Region.
- At least 10 years of experience in conducting institutional mapping and development initiatives with a gender perspective.
- At least 4 years of working experience in the region and/or in the country, preferably in gender equality and the field of climate change, water, and natural resources is an advantage.
- Excellent analytical and writing skills
- Very good organisational and task management skills demonstrated teamwork skills, and the ability to work independently.
- Fluency in English language is necessary, another regional language is an advantage.
- Experience in collaborating and/or working with government institutions and agencies.
- Ability to work with a diverse group of people, both independently and as part of a team.
N.B: The remuneration under the contract for this consultancy service will be subject to a Withholding Tax deduction as required by the laws of Botswana, where the GWPSA NPC is registered.
